Procurement & Tendering Engineer in Riyadh

Job Summary

The Procurement & Tendering Engineer will support the tendering, estimation, procurement, and proposal preparation activities of the company. The role includes reviewing tender documents, preparing submission trackers, coordinating technical and commercial inputs, issuing RFQs to vendors and subcontractors, analyzing quotations, maintaining tender records, and supporting prequalification and client registration activities.

Key Responsibilities

• Prepare and issue Requests for Quotation to vendors, suppliers, and subcontractors.

• Follow up with vendors and subcontractors to obtain competitive quotations within the required deadlines.

• Analyze received quotations and prepare commercial and technical comparison sheets.

• Recommend suitable vendors and subcontractors based on compliance, price, delivery, and technical capability.

• Support the full EOI, PQQ, RFQ, and RFP process from receipt of invitation until final submission and post-submission follow-up.

• Follow up on client clarifications, tender addenda, correspondences, and post-submission queries.

• Monitor submission deadlines and ensure all tenders are submitted on time.

• Attend pre-tender and post-tender meetings, workshops, and presentations with clients when required.

• Review, study, and analyze Bills of Quantities, drawings, specifications, and tender documents.

• Break down BOQs into detailed sections and work packages for pricing and comparison.

• Support the preparation and finalization of direct and indirect cost estimates for management.

• Monitor the market for upcoming opportunities and maintain awareness of major public, semi-government, and private sector tenders.

• Support company registration, vendor qualification, and prequalification updates with major clients and online portals.

• Assist in identifying suitable opportunities and supporting bid/no-bid decisions.

• Maintain communication with key clients and stakeholders during pre-tender, tender, and post-tender stages.

• Maintain and update the tendering database, bid records, correspondence logs, and document control system.

• Record tender results, awarded projects, lost bids, and reasons for loss where available.

• Coordinate site visit arrangements with technical and engineering teams and ensure site visit records are properly maintained.

Requirements

• Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or a related field.

• Minimum 5 years of experience in construction companies, infrastructure projects, or contracting environments.

• Bilingual proficiency in Arabic and English is mandatory.

• Strong communication, coordination, documentation, and follow-up skills.

• Good knowledge of client portals, vendor registration, prequalification, and document control systems.
