Cost Controller – EPC Projects (Oil & Gas) in Riyadh

Location – Bahrain

Education – Bachelor’s degree in Engineering, Construction Management, Finance, or related discipline

Experience – Minimum 8 years of experience in cost control, with at least 5 years on EPC projects in the oil & gas sector.

Software – Proficiency in Primavera P6, SAP, EcoSys, MS Excel, and other cost control tools.

Certification – CCP, PMP – PMI, EPC/Project Control certifications are a plus.

Responsibilities:

• Establish and maintain cost control procedures, aligned with EPC execution strategy..

• Monitor and control costs across all project phases – Engineering, Procurement, Construction, and Commissioning.

• Track actual costs, committed costs, and estimate-at-completion (EAC) against the approved control budget.

• Support development of initial project budget based on estimates, BOQs, procurement packages, and construction schedules.

• Maintain cost forecasts based on latest progress, contract awards, and change orders.

• Integrate cost forecasts with schedule data for earned value analysis (EVA).

• Identify and quantify cost impacts of design changes, scope modifications, claims, and risk events.

• Support the change management process, ensuring timely logging and approval of change orders.

• Maintain a robust system for tracking cost trends and potential deviations from baseline.

• Coordinate with procurement and subcontracting teams to validate vendor and contractor cost performance.

• Track purchase orders, invoices, and subcontractor claims against budgeted allowances.

• Verify cost impacts from delivery delays, material shortages, or contractual disputes.

• Produce weekly and monthly cost control reports, dashboards, and variance analysis.

• Provide timely cost performance updates to project leadership and stakeholders.

• Ensure compliance with company cost control standards, project procedures, and client requirements.

• Support project close-out by reconciling final costs, preparing close-out reports, and archiving cost data.
