Procurement Quality Surveillance Coordinator (PQSC) – Riyadh in Riyadh

A leading company is urgently hiring for a Procurement Quality Surveillance Coordinator (PQSC) for a major project in Riyadh.

We are seeking a highly detail-oriented and proactive professional to ensure all procured materials and equipment meet the project’s stringent quality and contractual requirements.

Position: Procurement Quality Surveillance Coordinator (PQSC)

Job Description:

The PQSC will be the central point of coordination for all procurement-related quality activities. Key responsibilities include:

Quality Compliance & Documentation:

Review Material Requisitions (MR) and Purchase Orders (POs) to ensure full compliance with contract requirements.

Verify the inclusion of all inspection requirements in the MR.

Ensure all client (VID) inspection-related comments are incorporated; escalate violations and issue internal NCRs as needed.

Monitor the “No-Objection” practice on POs and perform internal checks on vendor selection.

Inspection Coordination & Supervision:

Coordinate with inspectors and third-party inspection agencies for all source inspection activities.

Review inspection reports, findings, and observations; liaise with inspectors for clarifications.

Prepare and distribute inspection assignment packages.

Schedule and coordinate all source inspections.

Supervise and monitor Procurement and Material Controller activities to ensure timely delivery.

Non-Conformance & Reporting:

Manage the Non-Conformance Report (NCR) process: forward NCRs to the client, follow up with vendors for corrective actions, and track to closure.

Prepare Weekly Fabrication Status reports and Final Disposition Reports (FDR).

Review and submit Non-Conformance Reports (NCRs) / Inspection Disposition Reports (IDRs) to the client.

Investigate root causes of non-conformances with manufacturers and vendors and review recommended solutions with the engineering team.

Stakeholder Coordination:

Regularly update the QA Manager on the compliance status of the Procurement QC function.

Coordinate with the Procurement QC Supervisor to ensure Material Technical Submissions are approved by the client (VID).

Coordinate with the Project Quality Surveyor (PQS) to ensure accurate and timely submission of all required documents.

Requirements:

Experience: Minimum of 8-10 years of direct experience in a procurement quality, vendor inspection, or QC coordination role, preferably within the oil & gas, energy, or major infrastructure sectors.

Technical Knowledge: In-depth understanding of quality standards, inspection techniques, and the procurement process.

Skills:

Excellent command of quality documentation (NCRs, FDRs, IDRs).

Strong coordination, supervision, and reporting skills.

Proficient in root cause analysis.

Excellent communication and stakeholder management skills.

Education: Bachelor’s degree in Engineering or a related field.

Duration: 3 Years (Project-Based)
