Oil Refinery Plant Planning Engineer in Riyadh

Position: Oil Refinery Plant Planning Engineer

Industry: Oil & Gas / Refinery Engineering

Experience Required: 7–15 years in refinery design, construction, and operations

We are seeking a highly skilled Oil Refinery Plant Planning Engineer with deep, practical knowledge of refinery plant design, components, construction, and operations. The ideal candidate will oversee planning, development, and optimization of refinery facilities, ensuring safe, efficient, and cost‑effective operations.

This role requires a professional who understands the entire refinery ecosystem — from conceptual design to commissioning and performance optimization.

Develop and review refinery plant layouts, PFDs, P&IDs, and engineering documents.

Plan and coordinate construction, installation, and commissioning of refinery units.

Evaluate and select equipment, materials, and technologies for refinery operations.

Work closely with EPC contractors, vendors, and internal engineering teams.

Perform process simulations, yield optimization, and crude slate planning.

Conduct HAZOP, SIL, and risk assessments for plant safety and reliability.

Troubleshoot operational issues and support continuous improvement initiatives.

Prepare technical reports, feasibility studies, and project planning documents.

Ensure compliance with API, ASME, NFPA, and environmental regulations.

Required Technical Expertise:

Crude Distillation (CDU) & Vacuum Distillation (VDU)

Hydrotreating, Hydrocracking, FCC, Reforming, Isomerization

Coker units and residue processing

Utilities & offsites: steam, power, water, nitrogen, flare systems

Storage tanks, pipelines, and terminal operations

Equipment knowledge: pumps, compressors, heat exchangers, reactors, furnaces

DCS/PLC systems and refinery instrumentation

Refinery economics, LP modeling, and production planning

Qualifications:

Bachelor’s or Master’s degree in Chemical Engineering, Process Engineering, or related field

Minimum 7 years of experience in refinery plant engineering or planning

Strong understanding of EPC project execution

Excellent communication and coordination skills

Ability to work in fast-paced, multi-disciplinary environments
