Bidding Engineer in Dammam

JOB PURPOSE

Responsible for managing the entire bidding and tendering process for construction and contracting projects, from initial enquiry to final submission. This role ensures that all technical, commercial, and contractual requirements are accurately reviewed, analyzed, and incorporated into competitive bid proposals. The Bidding Engineer coordinates closely with clients, consultants, internal departments, and subcontractors to gather relevant information, prepare cost estimates, evaluate risks, and develop compliant and winning tenders. By ensuring accuracy, efficiency, and strategic pricing, the Bidding Engineer plays a crucial role in securing new projects and supporting the company’s growth and market competitiveness.

MAJOR DUTIES AND RESPONSIBILITIES

• Review tender documents, drawings, specifications, and contract conditions thoroughly.

• Prepare detailed quantity take-offs, cost estimates, and BOQ analysis for all project components.

• Conduct site inspections to assess project needs and prepare accurate BOQs with detailed measurements and material requirements.

• Coordinate with internal teams (engineering, procurement, finance, operations) to gather technical and commercial inputs.

• Obtain and evaluate quotations from suppliers and subcontractors to ensure competitiveness and compliance.

• Prepare and finalize technical and commercial bid submissions as per client requirements.

• Identify tender risks, clarifications, and deviations; prepare queries for consultants or clients.

• Ensure all tender documents are complete, accurate, and submitted within deadlines.

• Maintain and update a database of suppliers, subcontractors, and material prices.

• Support negotiation processes and provide post-bid clarifications when required.

• Assist in preparing project budgets, cash-flow estimates, and resource plans for awarded projects.

• Track tender performance, analyze win/loss reports, and provide recommendations for improvement.

• Ensure compliance with company policies, industry standards, and legal/regulatory requirements during tender preparation.

QUALIFICATION

• Bachelor’s Degree in Civil Engineering / Mechanical Engineering.

• Professional certifications in estimation, cost engineering, or project management (e.g., CCP, PMP) are an advantage.

EXPERIENCE

• Minimum 8 to 10 years of experience in tendering, estimation, or bidding roles within contracting or construction companies in GCC preferably in KSA.

• Experience preparing bids for civil, MEP, infrastructure, industrial or mixed construction projects.

• Strong knowledge of market pricing, material specifications, and tendering procedures.

• Familiarity with estimation and tendering software, project management tools, and documentation as per KSA standards.

KEY COMPETENCIES

• Strong analytical and cost estimation skills.

• Excellent knowledge of construction materials, market rates, and engineering standards.

• Ability to interpret drawings, specifications, and tender documents accurately.

• Strong negotiation and communication skills when dealing with suppliers and subcontractors.

• High attention to detail and accuracy in preparing BOQs, cost estimates, and bids.

• Strong organizational and time management skills to handle multiple tenders simultaneously.

• Good understanding of contractual terms, bidding strategies, and pricing techniques.

• Proficiency in estimation and project-related software (e.g., Excel, AutoCAD, Candy, Primavera, CostX).

• Ability to work under pressure and meet strict submission deadlines.
