Procurement Engineer (with Housing And Villa Project Experience ONLY) in Riyadh

JOB RESPONSIBILITIES:

1. Procurement Requirement Processing:

Receive and review procurement requests submitted by technical departments, ensuring clear and explicit descriptions of requirements, specifications, standards, delivery dates, etc.

2. Source and Quotation:

Based on procurement plans, conduct sourcing from approved qualified supplier lists, initiate RFQs with multiple suppliers, and obtain quotation sheets and technical proposals.

3. Bid Evaluation and Price Comparison:

Conduct preliminary technical and commercial bid evaluations, organize technical departments for technical clarification, conduct comprehensive price comparison analysis based on factors such as price, delivery time, payment terms, and performance. Prepare comparison reports and provide a basis for decision-making.

4. Order Management:

Based on approval results, issue purchase orders (PO) to winning suppliers and confirm and communicate order details.

5. Contract Assistance:

Assist deputy director/manager in drafting or reviewing procurement contracts, track contract approval processes, and complete contract signing procedures with suppliers.

6. Process Monitoring:

Track the entire order execution process, including but not limited to supplier design confirmation, raw material procurement, production manufacturing, factory testing (FAT), pre-shipment inspection (PSI), and other key milestones.

7. Delivery Management:

Actively communicate with suppliers, promptly identify potential delivery risks, take effective measures to expedite delivery, and ensure materials are produced and shipped as planned. Regularly report order status to supervisors.

8. Logistics Coordination:

Coordinate with logistics specialists or freight forwarders, provide necessary packing lists, invoices and other documents, track cargo transportation status, and ensure timely updates on shipment progress.

9. Arrival Inspection:

Coordinate on-site project management, quality inspection, and warehouse operations; handle arrival acceptance procedures; assist with quantity counting, quality inspection, and return/exchange/refund claims for non-conforming goods.

10. Document Management:

Responsible for collecting, organizing, and archiving all documents and materials throughout the procurement process, ensuring that each order has complete and traceable documents.

11. Supplier Relationship Maintenance:

Establish and maintain good business relationships with suppliers and promptly resolve daily cooperation issues.

12. Departmental Collaboration:

Maintain smooth communication with technical, construction, finance, and project site teams, provide timely feedback on procurement information, and resolve all related procurement issues.

QUALIFICATIONS:

– More than 3 years of procurement experience, with priority given to those with large project procurement experience. Candidates with work experience in major clients such as Aramco, Roshn, NHC, Royal Commission, etc. will be prioritized.

– Familiar with procurement business processes and supply chain management knowledge. Candidates majoring in materials, logistics supply chains, international trade, or business English are preferred.

– Preference is given to those familiar with professional technical knowledge of major materials (e.g., pipes, valves, electrical equipment, decorative repair materials).

– Bachelor’s degree or above (mandatory).

– Good English & Arabic application ability, able to read technical bids, write business emails, and communicate orally. (Must have)

SALARY RANGES: SAR 10,000 – SAR 13,000 (including FAT)
