Senior Estimation & Proposal Engineer / Manager

Location: Dammam, Saudi Arabia

Job Summary:

We are seeking an experienced Senior Estimation & Proposal Engineer / Manager to join our team in Dammam. The successful candidate will be responsible for preparing accurate cost estimates and competitive technical and commercial proposals for GRC, GFRC, UHPC, steel, façade, and related construction projects.

Key Responsibilities:

– Review tender documents, drawings, BOQs, specifications, and client requirements.

– Prepare detailed cost estimates for materials, labor, equipment, and subcontractors.

– Develop technical and commercial proposals in accordance with project requirements.

– Perform quantity take-offs and cost analysis.

– Coordinate with Engineering, Procurement, Production, Finance, and other departments during the tendering process.

– Obtain and evaluate quotations from suppliers and subcontractors.

– Analyze project risks and recommend cost-effective solutions.

– Prepare tender clarifications and respond to client technical and commercial inquiries.

– Review contracts, commercial terms, and project scope before bid submission.

– Maintain accurate records of estimates, quotations, and tender documentation.

– Support the smooth handover of awarded projects to the execution team.

– Mentor junior engineers and contribute to the continuous improvement of estimation processes.

– Perform any other duties assigned by management.

Requirements:

– Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related engineering discipline.

– Minimum 7–10 years of experience in Estimation and Proposal Engineering.

– Proven experience in GRC, GFRC, UHPC, precast concrete, steel structures, façades, or construction projects.

– Strong knowledge of tendering procedures, cost estimation, quantity take-offs, BOQs, and contract review.

– Ability to interpret engineering drawings and technical specifications.

– Excellent analytical, negotiation, and communication skills.

– Proficiency in Microsoft Office, especially Excel.

– Experience with ERP systems and estimation software is an advantage.

– Excellent written and spoken English. Arabic is a plus.

– Preferred Qualifications

– Experience working on large-scale construction or industrial projects in Saudi Arabia.

– Knowledge of FIDIC contracts is an advantage.

– Strong commercial awareness with the ability to identify cost-saving opportunities.

– Ability to manage multiple tenders while meeting tight deadlines.
