Job Purpose

The Work Permit Receiver (WPR) is responsible for obtaining, receiving, implementing, monitoring, and closing work permits in accordance with Saudi Aramco Permit-to-Work (PTW) requirements. The WPR shall ensure that all work activities are performed safely, all permit conditions are fully implemented, hazards are controlled, and work is executed in compliance with Saudi Aramco General Instructions (GI), HSE standards, and company procedures.

Key Responsibilities

Permit-to-Work (PTW) Management

• Receive, review, and implement Saudi Aramco work permits before commencement of work.

• Verify that all permit conditions, precautions, and control measures are fully understood and implemented.

• Ensure work is carried out only within the approved permit scope.

• Maintain valid permits at the work location throughout the job.

• Suspend work immediately if permit conditions change or become unsafe.

• Coordinate permit renewal, extension, suspension, and closure as required.

• Return permits upon completion of work.

Site Coordination

• Coordinate daily with the Saudi Aramco Permit Issuer, Area Authority, Operations, Maintenance, and Contractor Supervisors.

• Attend pre-job meetings and permit coordination meetings.

• Ensure all affected personnel understand the permit requirements before work starts.

• Coordinate simultaneous operations (SIMOPS) where applicable.

Hazard Identification & Risk Control

• Verify that Job Safety Analysis (JSA) and Risk Assessments are completed before work begins.

• Conduct site inspections to identify hazards.

• Ensure all required isolations, barricades, warning signs, and safety controls are in place.

• Verify gas testing requirements are completed before and during work where applicable.

• Stop work immediately if unsafe conditions are identified.

Worksite Monitoring

• Monitor work activities to ensure compliance with permit conditions.

• Ensure workers use appropriate PPE.

• Verify that approved tools and equipment are used.

• Confirm housekeeping standards are maintained.

• Ensure only authorized personnel are working within the permit area.

Isolation Verification

Verify implementation of:

• Lock-Out/Tag-Out (LOTO)

• Electrical Isolation

• Mechanical Isolation

• Process Isolation

• Energy Isolation

• Equipment Isolation

Coordinate and monitor work performed under:

• Cold Work Permit

• Hot Work Permit

• Confined Space Entry Permit

• Excavation Permit

• Crane & Heavy Lifting Activities

• Electrical Work Permit

• Work at Height

• Radiography Work (where applicable)

• Critical Maintenance Activities

Emergency Response

• Ensure emergency response procedures are understood by all workers.

• Verify emergency equipment is available before work begins.

• Report unsafe conditions, incidents, and near misses immediately.

• Participate in emergency drills and incident response.

Maintain accurate records of:

• JSA Records

• Risk Assessments

• Toolbox Talk Attendance

• Gas Test Certificates

Qualifications

• Diploma, Technical Certificate, or equivalent qualification in Electrical, Mechanical, Instrumentation, Industrial Engineering, or a related technical discipline.

Experience

• Minimum 5 years of experience in industrial, oil & gas, petrochemical, refinery, or maintenance projects.

• Minimum 3 years working on Saudi Aramco projects.

• Experience in plant maintenance, shutdowns, turnarounds, or brownfield projects is preferred.

Mandatory Requirements

The candidate must possess:

• Valid Saudi Aramco Work Permit Receiver (WPR) Certification/Approval (Mandatory).

• Thorough knowledge of the Saudi Aramco Permit-to-Work (PTW) System.

• Experience working in live operating facilities.

• Strong understanding of hazard identification and risk control.

• Ability to coordinate safely with Operations, Maintenance, and Contractor personnel.
