We are seeking a highly experienced and detail-oriented Safety Officer with a strong background in industrial operations and exceptional expertise in HSE documentation, compliance, and management systems. The successful candidate will be responsible for ensuring a safe working environment across our fabrication facilities, maintenance projects, and onsite service locations, with a specific focus on maintaining and auditing documentation required by ISO 45001 and local regulatory bodies.

Key Responsibilities

1. HSE Documentation & Compliance (Primary Focus)

System Management: Develop, implement, and maintain comprehensive HSE documentation control systems in line with ISO 45001, ISO 14001, and company policies.

Record Keeping: Maintain meticulous records of all safety training, medical surveillance, incident investigations, inspections, audits, and corrective actions.

Permitting & Certification: Prepare and manage documentation required for specialized industrial work, including Confined Space Entry Permits, Hot Work Permits, Work at Height Permits, and Lockout/Tagout (LOTO) procedures.

Reporting: Generate daily, weekly, and monthly HSE performance reports for management review, highlighting trends, leading indicators, and outstanding non-conformities.

Client & Regulatory Interface: Prepare all necessary HSE submittals and documentation packages required for client approvals and government/regulatory body inspections (e.g., ASME/National Board record retention).

2. Site Safety Management

Inspection & Audit: Conduct regular and thorough safety inspections and audits across workshops (Machine Shop, Fabrication) and project sites (Maintenance Support, Fin Fan Cooler Retubing, etc.).

Hazard Identification: Identify potential hazards, assess risks, and develop appropriate control measures, particularly for high-risk industrial activities such as welding, grinding, lifting operations, and working on pressure vessels/boilers.

Training & Awareness: Conduct site inductions, safety tool-box talks (TBTs), and specialized safety training sessions for employees and subcontractors.

Emergency Response: Participate in the development and drill execution of Emergency Response Plans (ERP), ensuring all personnel are aware of procedures.

Incident Management: Lead or assist in the investigation of all incidents, near misses, and property damage incidents, utilizing root cause analysis techniques and preparing detailed investigation reports.

3. HSE System Maintenance

Procedure Development: Review and update Job Safety Analysis (JSAs), Safe Operating Procedures (SOPs), and Method Statements to ensure accuracy and compliance with current industrial best practices.

Audit Readiness: Ensure the company is continuously prepared for internal, external, and client audits regarding the HSE Management System (ISO 45001).

Material Safety: Manage the Material Safety Data Sheet (MSDS) system and ensure proper chemical handling, storage, and disposal procedures are followed.

Required Qualifications & Experience

Education: Bachelor’s degree or Diploma in Engineering, Occupational Health & Safety, or a related technical field.

Certification: NEBOSH IGC (International General Certificate) or equivalent internationally recognized safety certification is mandatory.

Experience:

Minimum 2-5 years of experience working as a Safety Officer or equivalent role within the heavy industrial, construction, maintenance, or oil & gas sector.

Demonstrated minimum of 3 years of experience in managing, implementing, or auditing documented HSE Management Systems (ISO 45001).

Regulatory Knowledge: Strong understanding of local KSA and international HSE regulations and standards relevant to industrial operations.

Key Skills & Competencies

Exceptional Documentation Skills: Proven ability to create, manage, archive, and retrieve complex HSE documentation sets efficiently.

Communication: Excellent verbal and written communication skills in English (Arabic proficiency is a strong advantage).

Analytical Ability: Proficient in hazard identification, risk assessment, and detailed incident investigation.

Software Proficiency: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) for reporting and document management.

Leadership: Ability to lead safety discussions, enforce compliance with firmness and professionalism, and positively influence safety culture.
