Job Description
Position Title: LOTO Engineer / LOTO Permit Coordinator
1. Purpose of the Role
To ensure the safe execution of all commissioning and pre-commissioning activities through the effective implementation of a comprehensive Lock-Out Tag-Out (LOTO) system.
The LOTO Engineer / Permit Coordinator will be responsible for planning, execution, monitoring, and documentation of all energy isolation and restoration activities across electrical, mechanical, and instrumentation systems to ensure personnel safety and system integrity during the transition to operation.
2. Key Responsibilities
Develop and implement a project-specific LOTO procedure aligned with EPC safety management systems and international standards (ISO / OSHA).
Prepare, maintain, and control LOTO registers, isolation matrices, and tag logs for all systems.
Review P&IDs, single-line diagrams (SLDs), and process flow diagrams to identify potential hazardous energy sources.
Coordinate isolation and de-isolation activities between construction, commissioning, and operation teams.
Issue, track, and retrieve LOTO tags, locks, and keys, ensuring proper documentation and control.
Conduct pre-task risk assessments and JHAs for all isolation activities and verify compliance with the Permit-to-Work (PTW) system.
Verify the integrity of isolations for electrical, mechanical, and instrumentation systems prior to releasing work permits.
Conduct training and toolbox talks for technicians, supervisors, and subcontractors on LOTO principles and correct device usage.
Perform periodic audits to ensure that LOTO procedures are implemented correctly across all work fronts.
Record, report, and assist in the investigation of any LOTO-related non-conformities or near-misses.
Support the Commissioning and HSSE teams in ensuring full compliance with the project’s EHS management plan during energization and handover stages.
3. Educational Qualification
Bachelor’s Degree in Electrical, Mechanical, or Instrumentation Engineering (or equivalent technical discipline).
Diploma holders with a minimum of 10 years of relevant experience may also be considered.
4. Experience Requirements
Minimum 7–10 years of experience in commissioning, pre-commissioning, or operations within the industrial or utility sector (water treatment, power, chemical, or process plants).
At least 5 years of direct experience in LOTO system implementation within EPC or large industrial facilities.
Proven ability to coordinate multi-disciplinary isolations across complex process systems.
Experience working under integrated Permit-to-Work and Commissioning Management Systems.
Familiarity with MEWA / NCEC environmental and safety regulations preferred for wastewater or process plant operations.
5. Technical Competencies
Strong understanding of energy source identification and control of hazardous energy (OSHA 29 CFR 1910.147 or equivalent).
Capable of preparing LOTO plans, isolation lists, and boundary drawings for commissioning activities.
Knowledge of IEC and ISO standards related to lock-out devices, electrical safety, and mechanical isolation.
Skilled in LOTO equipment application—electrical panel locks, valve locks, pneumatic and hydraulic isolation devices, etc.
Proficient in Microsoft Office, PTW management tools, and digital tracking systems for LOTO documentation.
6. HSE and Certification Requirements
Certified training in LOTO / Control of Hazardous Energy (COHE) from a recognized institution or employer.
Safety certification such as NEBOSH IGC, IOSH Managing Safely, or OSHA 30-Hour preferred.
Competent in Permit-to-Work, Confined Space Entry, Hot Work, and Hazardous Energy Control.
Awareness of environmental and occupational safety management systems (ISO 45001 / ISO 14001).
7. Behavioural and Soft Skills

Excellent technical documentation and reporting skills.
Analytical and detail-oriented with a strong commitment to safety compliance.
Able to work effectively in multi-cultural EPC environments and under tight commissioning schedules.
