التقدم الى Procurement Manager – BWRO Desalination Plant in Al Izdihar

JOB PURPOSE / OBJECTIVE

Lead and manage all procurement activities for the BWRO Desalination Plant Project, ensuring timely sourcing, negotiation, purchasing, and delivery of all mechanical, electrical, civil, and I&C materials and services. Ensure full compliance with project specifications, SOW, approved vendor lists, and company procurement policies while maintaining cost efficiency and supporting project execution.

KEY ACCOUNTABILITIES

• Prepare, issue, and control RFQs for all project materials, equipment, subcontractors, and services related to the BWRO plant.

• Source vendors with proven expertise in water treatment, RO desalination, utilities, and industrial systems.

• Evaluate vendor proposals (technical & commercial) and coordinate with Engineering and PM teams for approvals.

• Develop and maintain the Procurement Plan and Delivery Plan in alignment with project schedules.

• Evaluate vendor proposals (technical & commercial) and coordinate with Engineering and PM teams for approvals.

• Lead commercial negotiations, finalize contractual terms, and ensure compliance with LDs, warranties, and delivery conditions.

• Review vendor qualifications, conduct capability assessments, and maintain an updated approved vendor list.

• Coordinate technical submittals, vendor data sheets, method statements, FAT documents, and ensure timely approvals.

• Monitor production, FAT scheduling, packing, export documentation, logistics, and site delivery.

• Track procurement budgets, identify cost-saving opportunities, and ensure compliance with financial targets.

• Follow up with warehouse/site teams regarding receiving inspections, inventory, and material preservation requirements.

• Manage procurement documentation, POs, agreements, and ensure accuracy, completeness, and filing compliance.

• Support project management in reporting, cost tracking, risk identification, and vendor performance evaluation.

• Participate in project review meetings and provide procurement status, risks, and updates as required.

Educational background& Experience

• Bachelor’s Degree in Supply Chain, Mechanical Engineering, Industrial Engineering, Business Administration, or equivalent.

• Minimum 8 years’ experience in procurement.

• At least 6 years in RO desalination plants, BWRO, water treatment, utilities, or industrial EPC projects.

• Experience procuring

• Experience with EPC, engineering, and mega industrial projects in KSA is preferred.

• Advanced skills in RFQ preparation, bid evaluation, comparison sheets, and negotiation strategy.
